Hoyer could definitely be moved down to 3rd string, however I don't see any chance of cutting him since there's no way I see Bill rolling with only 2 QBs this season due to Covid.

I really wouldn’t be surprised. I’m not going to pretend like I’m an authority on the matter, as I only have a BS in microbiology, but Goodell is really risking a lot here. Roughly 40% of infections are asymptomatic, and with an incubation period of 2-14 days — this thing could be percolating in so many players around the league. The incubation combined with the travel makes Covid-19 a nightmare to control for the NFL.
