underground is not a very precise term so I could see how it can be used in marketing. that said it's not very feasible bc we're in a post-mysterious music age and being underground is pretty much that adjusted for 2010s-20s and nobody cares for either all in all
all that in mind there are independent labels and rappers doing it without much backing or marketing budgets, mostly booking their own shows and creating merch all by themselves (backwoodz studios comes to mind)

Or at the least the “underground” will be some niggas vaguely associated with a rapper who’s on lol. In the past it really seemed like the lack of association with mainstream sounds is what gave the underground it’s appeal whereas now people give that label to people who already kinda have a buzz that usually can be attributed to strategically having tastemakers co sign acts or them having proximity to the machine.
You do have the Navy Blue Mavi MIKE types who kinda are reminiscent of that old scene conceptually though. But it’s way more niggas tryna make knockoff YB Yeat Opium etc s***
