It was supposed to be a symbol of civilization returning. Taking prisoners and having them rot behind bars for their crimes rather than killing them like savages. It makes sense to me even though it was probably just cause he's a fan favorite. What's really stupid is Negan getting a redemption arc and becoming apart of the group

I still think it was trash for Carl to die when he was supposed to takeover as the leader eventually. Also the Alpha arc was his story too and neither Rick or him were part of it which was also dumb
