Could be some credence to it, but Dawn was purely a result of the pandemic to give fans more music since the tour was postponed, and it wasn’t planned during the making of After Hours, so I’m not sure if he has a completely new third album and concept thought out.
This seems like a sister album companion piece to After Hours rather than the second part of a trilogy

Only highs on After Hours that I would say are better than the ones on Dawn are the title track because that’s literally one of the best songs of his career, and maybe Faith
Dawn has way more highs throughout the album compared to the few on After Hours
