Another clue that this is happening is Abel being allowed to play Starlight (Thriller demo, which is not officially released) on MM, MJ's estate wouldn't allow that without an agreement in place + it's a win for all parties cause it connects with The Dawn narrative (and it prepares people for unreleased MJ)
