Second, what does it mean to be chinese? being chinese is both a matter of ethnicity and nationality. Even if Taiwan didn't officially label itself as Chinese, the people who live there would still be overwhelmingly ethnically Chinese (like jay chou, for example)
It's not even technically incorrect to call someone from Taiwan Chinese, I mean these only became two separate things like 70 yrs ago. Most Taiwanese self identify as Chinese anyway.

The taiwanese passport says "Taiwan passport". It used to say Republic of China though.
The majority of people here don't identify as "chinese". As a matter of fact, you would get corrected for a calling a person "chinese" here. But of course you're right in a way, since the ethnicity and language are the same.
