    That’s an extremely complex question and probably requires reading many textbooks for the nuance . And I’m certainly not an expert on this topic but, in basic terms, everyone is a product of influence of genetics and environment. All of your actions and thoughts are determined by those two things.

    Your neurons are encoded with an endless stream of information derived from those two things and decide what is best for you to achieve survival or reward.

    If someone is “acting illogically”, it’s either due to biology (i.e. mental illness or broken neurons) or the external forces/environment they have been exposed to. Nobody actually controls anything.
