You gotta think about this logically though. Yes, agreed that jail should primarily focus on rehabilitation to some criminals. Especially those who are in there for petty crimes. However for criminals who are in for heinous crimes, they simply just can't be rehabilitated to society. People who commit those crimes usually have psychological conditions like ASPD where quite literally they don't feel any remorse. They also have to rely on their own logic when it comes to stopping themselves from committing a crime. If the opportunity is there, they'll take it 99% of the time.
