It's not going to be anywhere near GOAT until they change the fact (and they won't) that the first person to notice the other wins almost every time because the time to kill is so low. Fortnite is the GOAT BR because the building added an interesting dimension to the game and is something to actually get good at. It also gave you a chance when someone else saw you first

At the end of the day Fortnite and Warzone are both about positioning but in different ways.
In Warzone the game is a campfest and the fights are about who gets the good positioning and waits before the other person even has a chance to get there and modify the situation.
In Fortnite the fights are basically a game within a game and are about establishing the good positioning over the other person on the fly with a fairer playing field.
This is why Warzone will never be more skill based or better than Fortnite
