Idk man I think you might be disconnected from how the average fan sees his albums.

Rodeo, Birds, Astro, etc, are all seen as great albums and bodies of work. I don’t listen to much Travis these days but he was def seen as an album artist in the same vein as a Ye.

I don’t think you have to make groundbreaking music to be an album artist but you have to have consistent “eras” and world building for each album and s*** like that and he def has that.
