He’s not signed to republic though he’s signed to universal
He's not "signed" to Universal in terms of a standard record deal. He's signed to/releases his music through OVO Records but he has a licensing deal with Universal through Republic Records to exclusively distribute his records. He's essentially independent but even independent artists sign licensing deals with other companies for the distribution of their records.
For example, many artists who have distribution deals with EMPIRE are independent.

The difference with Drake's situation is that he only has a licensing deal with Universal (via Republic Records) and that deal can be up at any time. When that happens, it's up to him to either renew with them or go sign a deal with another distributor and he maintains ownership of his masters the whole time, he just basically agrees for them to have exclusive rights to reproduce, market and distribute his music for the period in which his licensing agreement with them remains.
