shin megami jpegf***ing stupid. not only would this empty the accounts of a lot of social services like Medicare and Social Security (programs he's wanted to gut for forever), it would also use up a drastic measure that could have been implemented later if it really came down to it
Pretty sure Medicaid and SS are separate deductions from the tax on your pay. More than likely this would be just for income tax.

payroll tax is specifically for social programs Medicare and Social SEcuirty. you'll see it as "FICA" on your paystub. It's ~7.5% and both the employee and employer each pay that 7.5%
