If your latest backup is a different update, you can technically downgrade by restoring your iPhone to that backup

Super late on this but are you sure this is because of iOS 13.3? My phones have been having this problem since like iOS 10 or 11 where every once in a while the phone will for some reason not recognize that it's in standby and it drains battery like crazy, but I just power it down and then back on and that fixes the problem.
