One thing she did that was toxic was continuing to see him after he made it clear he wanted a relationship. Another was dancing with him at the party and inviting Tom to his rooftop, probably knowing it might give him a sense of false hope while also knowing she's engaged. You could argue it was toxic of her to be the initiator in a work romance, I know some people think co workers are off limits, I personally don't but yeah. Not to mention going on dates with the guy, having s***and then referring to them as "friends", that's almost like gaslighting.
They both did a number of "toxic" things

also i got stupid high last night and noticed all the tropey characteristics all the main characters had. like all obvious stuff but it adds so much to scenes and character depth

“you just do what you want, don’t you” I don’t think she maliciously danced with him at the wedding or invited him to the party, but considering their history she should’ve told him she was engaged instead of him. Between the dates, intimate things like going to the record shop (their bond started over music), sleeping over at each other’s places, sex, etc. it’s more than “friends” and casual. Casual is like a bootycall you hit up for just sex. it was past casual, past “friends” at that point
