Even if the line was a double entendre it's just a wordplay not supposed to reflect reality, he meant a million dollars for the festival appearance or maybe a feature but said it in a cheeky scandalous way because that pun was too good to pass up. Same with the Funk Flex freestyle where he rapped "R. Kelly wet dream I keep 16s (16 bars/M16/6 teens)", he's still edgy enough to say these things for the sake of a nice bar.
