PRINCED3VILLEThe All-domain Anomaly Resolution Office. It was setup by the department of defense due to the pressure from Congress. They have to investigate ufo sightings from military pilots and give an annual UAP report to Congress. They’re also investigating/collecting data from ufo cases dating back to 1945 at the request of Congress.
If there are any illegal ufo programs being hidden from Congress which is alleged and what Congress is going after, whistleblowers from those programs have a way to give verified information to AARO without reprisal.

First balloon showed up before the derailment. Probably distracting from something and derailments are bad but not unusual. Also the government's probably not going to fake a big messy international incident that makes it look like they don't have control of their own airspace at the drop of a hat to cover for a corporation.
