He had shown aggression towards his neighbors and brutally crushed dissent in his country, which helped fuel America’s excuse for invading them to the international community. Getting an opportunity to privatize the oil was an added bonus, seeing as saddam literally offered them first rights to oil if they didn’t invade

Saddam was a US enemy. He had been so for years, for various reasons in the past. The backdrop of 9/11 and his past use of chemical weapons was a perfect cover to take him out. There are countries with nationalized or mostly nationalized oil like Algeria, Ecuador, and Mexico that the us doesn’t even really show aggression to. Then they’re are countries like Venezuela that America does show aggression to, but isn’t actively funding groups dedicating to fighting America like Iran is, so America isn’t actually going to go to war with them. Then there are countries like Somalia, Colombia, and Pakistan that America intervened in that aren’t necessarily crossing them economically
