Drake hasn't dropped Heart Pt6 on Spotify because it would publicise the allegations. Drake has a lot less creative control in his deal compared to Kendrick's so Kendrick can say whatever. Drake got a lot of money but has less creative control and has to drop more as trade off. Kendrick is just a licensing deal he can drop whenever.
