This is all overseen by the Federal Prison Industries, a state owned corporation by which, under US federal law, all physically abled inmates who are not a security risk or have a health exception are required to work, either for FPI or at some other prison job.

Able-bodied workers are required to work under federal Title XXIX, §2905 of the Crime Control Act of 1990 (P.L. 101-647), and earn no wages for that in three states
They earn nowhere more than $2 an hour anywhere
