Even look back at when alcohol was banned. Crime spiked and dropped quickly there after it was legalized again.

nah it dont. not till the cartels have no power. alcohol was different because the market never got that big and there was never an incarceration problem the way it is now. not to mention regulations back then were nowhere near as tough as now.
