If quality is the concern, what's the big deal of just pushing the album back until that s*** is clear? Does he have tour dates already scheduled or something?

A lot of times it’s not up to the artist. For Kanye kendrick drake etc the labels will bend over backwards. For other artists there are too many things in motion for a release date to let something silly like “clearances” affect their bottom line.
