Hi, I'm pretty new in the web design/web developer field, that wants to develop a nice looking portfolio soon.

If you’re doing both then you’re a web designer. I suggest you start reading a lot of graphic design books from the greats like Massimo, Bob Noorda, Michael Beirut, Paul Rand, Saul Bass and getting familiar with web design methodologies from people like Brad Frost, Adaptive Path, Dan Brown, O’Reilly Media, and Smashing Magazine
Have you looked into React, Vue, or any other front end library?
Might want to look into Framer too. Teaches you React, while doing some web design stuff

I'm not just starting off lol I've been doing it since 2013 roughly now. Started in UI/UX and mobile design, moved more towards server technician and maintenance for the linux ubuntu distro, and dove into back-end development. Front-end dev and designs/mockups were always my foundation for starting though.
Also because it can make you a more valuable asset to a company or for yourself. Nobody forced me, it was kind-of the path I chose.
