But there's legitimate obstacles that are blocking that. Bosses are required by law to make up the loss in profit if waiters dont make enough in tips but america exploits. So of course bosses will always try to skate by that.

You notice that? Stage a strike against the boss until he pay you what you owe? Hope that said boss doesn't just shut down and lay off all his workers before it even gets that far?
