I feel as if this genre was on the way to being huge with artists like Mac Miller and A$AP Rocky dropping one of this generations best mixtapes and his best work I feel like the genre has fallen off along with numerous other underground artists like yung lean, Xavier wulf, and Rubenslikk I felt it could have definitely become mainstream

L$D might be the biggest cloud rap song ever if you count that and it came out in 2015. peep and tracy kinda carried on what black kray/goth money/sad boys were doing in 2013 with nedarb nagrom production and $B had some pretty wavy production in 2015. xavier wulf was still doing cloud rap type songs in 2016 and has a new track w/ bones from this year that could fall under that too.

Basically this but i have to say that current state of the subgenre is pretty miserable
Most of artists who used to do it evolved in other directions

IMO, the fall of the genre is related to the mood of the world. The world is always crazy but in those times plenty were in a more "relaxed" position, open to explore new sounds and stuff. Thats why it took off. Everybody was moody and wanting to relax, cloudy/slow music was perfect for that even if it was kinda depressing too..
But since 2017 world has been crazier than ever in a bad way, people wanna dance or listen to more hype songs to forget about their problems and the state of the world.
Thats why genres such as street rap, dancehall and reggeaton are making a killing, even electronic pop is making a comeback.

It's still relevant, some of Playboi Carti's beats are definitley Cloud Rap/ Cloud Rap influeneced. I wish it would make a comeback though, imagine hearing prime Clams Casino on the radio.........
