Back in 2019, he seemed to have begun a rollout with 2 singles "So What?" and "Sheet Music". These singles didn't seem to make an impact, and he hasn't put out any solo music since. The singles flopping probably ruined his plans.

ehh possibly. you should def check out his interview with hasan minhaj. he seems to have a very good understanding with his branding, marketing, and music rollouts. I got the impression that he knows a lot about what he's doing and most of it is intentional
