GooOutKast's is just 2 diff albums packaged into one. And the 2nd disc is not a rap album.
It’s not a rap album but I consider it hip hop
I feel you that it’s different from most hip hop double albums but I don’t view the differences as enough to take it out of this conversation. Regardless of how it came together, the discs work together. It was a good idea

Pac and Biggie really GOATs. They both really put out classic double albums
