Take some electric piano keys, filter them a little, add some tremolo/wah wah to give it the wavy effect. I use tremolo a lot in Purity

HiTek isolated the vocals at 0:20, slowed them down, eq'd them and ran them through (what I'm assuming is) a wah or tremolo effect
if you want an effect like this either use tremolo (which is rapid fluctuation in volume) or wah (which is a filter sweep, usually a low pass with a peak just before the drop off which gives you that nice resonance)
in a daw you could also easily automate this type of effect with volume faders for tremolo or automate a low pass filters frequency for a wah
