I think it can go both ways honestly
From personal expirence with my mom being on section 8 after I turned 18, if I made "too much" money (I'm the only one who works), we'd be at risk of losing our section 8, so for a while I had to turn down some work opportunities in order to meet that threshold to be able to have a place to live.
At a certain point tho, I had to take a promotion at work and we ended up losing it, so that pushed me even further to get a better paying job an even though we struggled for a minute, inshallah we should be on track to do even better without it.
Tl;DR-It can cause people to become stagnant, but more likely than not at a certain point most people choose to boss up from that and make it on their own, which is why I still support social systems even though there's reform to be done.

Why fight for crumbs on the table when you can get the whole pie? You cooked it anyway, the capitalist just assumes to take the product of your labor because they have enough financial power to do so. They are objectively parasitic and should be purged in the same way that lords and absolute monarchs were purged in previous economic epochs. There's no need for government assistance, there's just a need to purge parasites (the bourgeoisie) from the economy.

Admittedly if we did this the economy would be in a constant state of turmoil and would experience widescale collapse every five or so years. Even with corporate bailouts every 10-20 years we experience huge economic crises because you can only kick the can down the road so far
If capitalism is going to exist there's simply going to be a need for social welfare and corporate bailouts to make it work. Otherwise we'll be in constant chaos where even most of the wealthy are constantly at risk of losing literally everything through no direct fault of their own. The myth that unlimited, uncoordinated economic growth can just be sustained in perpetuity is a damn near vulgarized theological parody.
