It's not real 99 percent, but using the current definition of theory:
a supposition or a system of ideas intended to explain something, especially one based on general principles independent of the thing to be explained.
They are not facts. But in science theories and facts are separated. And most theories need to have at least something factual behind them.

You forgot to mention that it's your experience on D****. Second, not all of them are contractually obligated to do it. Most aren't actually. And why did you bring up race into it? If you disagree with them and you're so smart go to school and then provide your better theory. You need to stop thinking scientists are this evil group of people. They are people like you and me that just happen to be professionals in those fields. No ones out to get you. With that said I do hope you mature and get out of it. And I hope you understand the importance of education.
