the idea is that removing the for-profit motive at least gives you a chance of transitioning to environmentally friendlier energy sources and policies because there are no longer conflicting interests hindering sustainability efforts (wealth accumulation)

countries like the USSR have complicated histories and historical context matters, they were trying to prove they could become a superpower and were heavily reliant on traditional industries as a result. also the feasibility of environmentalist policies wasnt what it is now in the mid 20th century

i would say that socialism does not guarantee such changes but is more like a necessary precondition for them. i dont think a modern iteration has to or would look like the iterations of the 1900s
