Although he's "released" technically (re-releasing old stuff/unreleased demos, also features i guess), Lil Ugly Mane for sure. He hasn't really had a full release since 2015 (Oblivion Access was 6 years ago, crazy), and the Bedwetter project was 2017, which is 4 years. He keeps teasing new stuff but he's a real enigma in terms of releasing stuff. It sucks because he's such a great and unique artist
