They don't actually care about privacy. The superintendent was clear that it cast the school in a negative light and that this is a problem. If the hallway wasn't congested in that picture and everyone in it was wearing masks, she wouldn't have been suspended.

The rule is there to justify punishment in the event that the pictures are an issue on some other level.
