USA didn't help Sri Lankan government killing Tamils. Communist-China did. They were the ones sending military weapons and helicopters to the government to destroy the tamils. USA did ignore it, as did the entire UN (except Norway). Sri Lanka is one of the few socialist country on earth as well.

The only reason would be to kill off opposition and to follow through on political ideologies. Genocides come to mind, like the nazi’s. Stalin’s purges and cannibal island come to mind. Politically motivated camps basically, like for example the communistic gulags.
