Savanah, GA
Any city in Florida outside the Orlando, Jacksonville and Miami regions.
Birmingham, Alabama (I believe Mobile with Yung Bleu and Flo Mili is doing better than Birmingham?)
entire state of Mississippi
Entire state of Arkansas
Entire state of Oklahoma
What were some of these places doing wrong compared to more active scenes like Atlanta, Houston, Memphis, Miami, New Orleans, Baton Rouge?

It's usually the cities and states with a lot of commercial industries that rise to the top of any industry. Also the sizes of the less represented cities play apart too.
Atlanta, Houston, Memphis, Miami, and New Orleans all have metro areas that dwarf all the other cities you named
Im from mississippi, it’s just not much of a scene to get put on here. Most of the south is very rural, not a lot of opportunities to get put on shows, not very many professional recording studios etc. A lot of these “Memphis rappers” are actually from north mississippi and don’t claim it. Soulja boy is from batesville and has never claimed it, ugly god from Gulfport claims to be from houston, Afroman from Hattiesburg but reps a LA hood
Swae Lee and slim jimmy only rappers to make it and put on for mississippi but everybody thought they was from atl cuz they had to go out there to get put on

Literally they are mentioned heavily locally but they just get drawn in by the big metro cities in the same state or region
Not to mention just a lot less people in general out here. Our 2 biggest cities put together don’t have as many people as memphis
Plus a lot of people may easily have family and close relationships with people in the bigger metro area. Someone in Charleston prolly commute to Atlanta when they funds is up, same with savannah and richmond with the DMV area
