Kanye said on Kimmel "It's out now" with a lot of conviction, it leads me to believe Kanye actually thought it was going to be released at midnight and left it to his team to make sure it happened.
They would likely announce if it where an hour or two late due to an uploading error, what I expect happened is that Mike Dean didn't finish mixing/mastering in time, and he's rushing to finish it ASAP.
Pretty sure mike dean posted today about still mixing, we'll probably get it tomorrow between noon and midnight, if not this weekend.
