a lot goes into what is picked as the cover, a lo tof times besides how good it looks. Marketability, how it corresponds with the sound, virality, colour scheme, tone, how it looks next to rest of discog, etc etc. I imagine thats usually what it is, not necessarily label stuff. Label probbaly does do this sometimes but for UTOPIA for example id say this or doja right. Doja is making a bright pop album, the last cover prolly fits it tonally and is more iconic matching the music than the beautiful first cover. for thug even tho it sucks it prolly has more virality and fits in with his other covers more to him im guessing.
