She was under 150, short with nothing but regular clothes on. She was armed with scissors.

She approached him from over 15 feet out and started walking towards him while taunting.If he had his taser out he could've taser her.

He needs to approach with a non-lethal weapon out. She had scissors, not a knife. He said "I WILL KILL YOU". He was cleared by his PD obviously but that is still the problem with police. It's state-sanctioned violence and he is shooting to kill not subdue.
