I don't think he's an awful Paul. I think when he raises his voice or needs to show a lot of emotion he's actually quite good in the role, but in the quieter/more intimate moments I don't really think he projects the confidence or carries himself with the gravitas that is shown in the books.
It wouldn't surprise me at all if the latter is a deliberate choice on Denis' part to get more people to relate and connect with the character, but if it is... I'm not the biggest fan of it.
I'll also admit that there likely wasn't a better choice out there unless they went for an unknown.

People hating on Depp as an actor or his filmog honestly shouldn’t be allowed to have an opinion on film period.
Even ignoring pirates, the man has worked with Jim Jarmusch, Tim Burton, Mike Newell, Gore Verbinski, Terry Gilliam, Michael Mann, John Waters, and Roman Polanski
Working with that many legendary filmmakers and not having a “great” movie just exposes how little you understand the medium
