Singing: Ehh, maybe. Tory makes better reggae inspired songs (his Controlla was better than Drake's), but that's about it. To me they are largely neck and neck. Drake birthed Tory's whole style, but Tory does use it about as well overall.

Rapping: Tory is a huge biter in terms of rapping. Don Q spoke all facts with that one. When he freestyles he raps like Cassidy, on Wax he sounds like a Mixtape Wayne clone. He can put some words together nicely but he doesn't have any flow of his own. Drake borrowed flows and styles from Jay, Joe Budden, Little Brother, etc. but he eventually developed a signature style of his own. Tory still hasn't after all this time, so I can never call him the best rapper alive or even better than Drake.

Don Q beat Tory in their battle (I can elaborate if need be), and Tory is forever weak for biting GKMC and Kendrick on his first album lol

Street Cred: Tory's street cred is trying to fight Travis Scott, who has never really been about it like that, and beating on Women. I can't give him that. They both roll with real hitters though, but that comes with the territory.

Versatility: They both have the same style, because Tory took Drake's style. But, Drake is a much more versatile rapper in terms of flowing like water on just about any beat he gets on. Again, Tory is a biter in terms of flows and some bars. They are just as versatile as the next in terms of the melodic rap style. Overall it goes to Drake

I don't really see where Tory is better than Drake at all outside of reggae/island inspired song flips. Drake got him shook after Summer Sixteen/Views and Tory been playing nice ever since. Tory does a lot of grandstanding but he knows he doesn't want any smoke with Drake in a battle, or else he would've taken the bait instead of make peace.
