Like, it's very easy to explain to someone that can't see that the word "n1gg3r" is bad period and I always a negative when it's said. You don't need to see a color to know that.
But the nuance of "nigga" only being ok from a black person, but not ok from others (which is very dependant on physical skin color as an identifier) , I imagine is hard to get across since they can't literally see the race of the person or have any context. So anyone saying nigga is a toss up to the fully blind from birth person, that they will only know it's ok is if they say themselves they are black and/or someone else's confirms - which can easily be lied about since you can take them by word
And at that point, in that context, I don't think the fully and always been blind person would grasp nor really care since they dependence on a physical attribute that can only be seen, not touched, is totally foreign from them
