It is easy, he sets a deadline and when he didn't make it he either keeps working towards new one or just abandons project.
He has like 50 versions of Can U Be, 50 versions of I feel Like That, I'm sure at some point he is just tired of tweaking these songs that to his mind just don't work as intended.
I think maybe as with the Donda 2 he gets enough attention that album at this point doesn't matter anymore so he stops working on it.

His ‘team’ are toddlers. Also the hitler stuff has hurt Ye, the event he actually wanted to do with this company got rejected at board level which led to these weird album listening parties.
