They definitely have access to most cameras lol
Right, but they’re not supposed to. If it was revealed that they caught the guy by examining video files that they didn’t have legal access to, they would want to hide it. So they have a process called parallel construction where they effectively work backwards to be able to legally make an arrest. Instead of collecting evidence through legal means to know who did what and allowing said evidence to prove it, they find out illegally who did what and then create a legal means (be it planting evidence or staging a 911 call) to arrest and then prove what they already know is true.
Gets extra sketchy because operating illegally allows them to frame people. Not saying this guy was framed or they for sure did that here, but that’s a concern about this kind of ability.
