“The new combinations of merch and albums, dubbed “fan packs,” … will be restricted to just two options per album release — a sweatshirt with an LP and a t-shirt with a CD, for example — with the requirement that each individual item must also be sold separately in the same web store.

Fan packs will include only merch — not tickets, meet-and-greet opportunities, virtual items or non-tangible benefits — and they must also contain a physical copy of an album: Combinations of digital downloads and merch will not count towards the charts.

In addition, fan pack offerings must be approved in advance of their on-sale date by Luminate and Billboard.“

Since the merch has to include a physical album, it’s inevitable the album will leak if artists take advantage of the new rule. Someone has stolen the last 3 Taylor drops and leaked them

it will be interesting if travis uses this for the first week or if he just waits till album drops then has a big week 2/3

Essentially, that’s why Taylor’s albums are leaking, people keep stealing it from factories. She already has her fans used to the new system so for an artist like her, the leaks don’t matter.

In order for other artists to take advantage of this, they gonna have to risk their music being leaked again since the physical CD has to be shipped upon purchase, digital bundles are gone and the artists has to pick 2 merch options to count towards sales
