$5m not a lot. Probably buy a building and turn it into some sort development/community center. Spaces and programs for youth to explore and create
reduce police presence as much as possible
make affordable housing mandatory for any new buildings in the area
more local chain grocery stores
free skill learning establishments for older adults, people who have been incarcerated, and special needs folks (coding, basic tech education, how to read and write, hs to college level basics like math science etc.,)
afterschool workshops for pre k - high school students
hella water fountains and water refilling stations
remove all anti-homeless restrictions in public spaces
more areas with tables and organization spaces

Only right answer
Ima just be honest. 5 million dollars won’t do s*** for a community except on a VERY short term scale, especially in this era of inflation. Anything you try to do through community leaders they’ll run your pockets to “get theirs” before any of it sees the community if it does at all. Housing, schools, businesses, etc will all cost a lot more. Even if the intent is good, Building up run down neighborhoods only increases the market value making it unaffordable for people who live in the area after the fact (aka gentrification) Anything positive you do will have a negative blowback like this somehow. The only real solution is to increase both wages for people working and the income people on disability and other forms of welfare to at least be livable, then build when they can actually afford the places being restructured. But all of that cost significantly more than 5 million.
An average business loan is about 100k so i’d loan money out to people in the community to open businesses that serve the community
