Spend another 2M recording about 12 songs (Recording, features, songwriters, whatever)
Put 5Ms behind 5 of the songs and release them individually, maybe a month or two apart.
Save the other 2Ms to put even more money behind whichever songs catch fire. I'd probably use at least 1M of the remaining 2M giving all the DJ's in my city thousands upon thousands of dollars to play the record.
But tbh 10Ms is not even needed to break an artist. You need money, the s*** ain't free, but there's a reason why Athletes, despite loads of cash, record labels fail.

Honestly. The best promotion tactic would be the s*** you’d post on social media having the lifestyle of someone with $10m assuming you can find a way to have decent passive income otherwise lol
Stash half or so, put maybe 1 million into billboards and radio play and playlists s*** like that, maybe buy an on call camera and editing team and the rest would best be spent stunting on camera so people give a F*** about you lol
