And arguably music overall (I'd rank him nearly equal or just below Frank)

While I must admit that I, in fact, wholeheartedly agree with the first sentence in the OP, the second one is bullshit - colloquially speaking - to be honest, since you cannot tell me that Jeffery is a better artist overall than Prince, for instance, even if you haven't listened to all his projects (the side ones as well, frankly).

    Young thugs wayyyy more consistent.

I think chance is good in terms of progression relative to the old school of hip hop but not nearly as exciting as young thug

thugs initial mixtapes were super inconsistent and it was hard to shift through it for the slappers. his albums have been ridiculously consistent but

I was like: "Nah, you cannot say 'this decade,' and then come up with 'overall.'" However, I now understand what you've meant for this whole time; that's on me; mea culpa.

Young Thug made me realize the power of leaked music. It literally RUINED the trajectory of his entire career. It also made me realize that we never truly get to hear an artist's best songs through traditional release they stay vaulted up. Because Thug's greatest songs to this day have been from earlier leaks. No bap

Kanye’s discog would be even crazier if SHMG and Yandhi released

yeah he’s lost the magic that pretty much only acid rap and a couple songs off 10 day had but that style is still one of the best and refreshing sounds we got this decade
