It's not legit, the evidence is that he has VERY similar forehead wrinkles to the police sketch, he was an ex-military housepainter and military bootprints of his size were found at a murder scene that the Zodiac has not previously been associated with, along with a watch flecked with paint

The rest of the document is them trying to shoehorn the Zodiac as being responsible for the earlier murder, and therefore Gary must be the Zodiac

They also mention a cipher that can be altered to provide a hidden message if you remove the letters of Gary's full name, something they have conveniently given NO evidence for, despite the fact that if the evidence were presented it'd be an open-and-shut case
