Biden was a senator in Delaware, a solid Democrat state.

Manchin votes and makes decisions based on how he keeps his seat in a conservative setting.

Biden has pushed and written bipartisan bills and was literally on Obama's platform working alongside him to expand health coverage.

Also, Biden has literally changed his positions on Same-Sex marriage, Abortion rights, etc etc, some of which before Obama.
