Most change in the world doesn't happen gradually. Let's take an obvious example with different sides. America civil war. The gradual process was sharing slave and non slave states in power. The radical change was the south leaving fighting for their right to keep slaves. Lincoln had to shut that down and write up the proclamation for all the southern states. The "compromise" was still allowing the slave states that stayed in the union to keep their slaves for some time still.
