because of the system the parents can't make enough money to make the schools quality enough so that the students are motivated to learn. parents are prolly overworked, dont look after students as much as they should, and cause the school is s***, the teachers are s***, and the environment is s*** the students lose motivation...which leads to them finding anything they can do w/o a diploma to keep the lights on, leading to them being overworked, then they have kids who they can barely find time to look after...

Public school systems across the country, for the most part, are in dire need of curriculum rework and funding.
Kids are a product of their environment-- if the schooling system isn't fostering growth, then their grades and overall behavior outside of the school environment will reflect that.

This is a debate amongst scholars. A lot of them secretly believe in Eugenics and wouldn't matter where you put these kids.
